The Project aims to 1) identify the possible problems leading to the general weaknesses in speaking skills and enhance low achievers’ speaking strategy learning; 2) develop effective approaches to speaking strategy instruction for primary schools based on the authentic data analysis; and 3) design and develop quality and need-focused WLTS materials for primary schools based on the suggested speaking strategy instruction in the study.
